Continuity Agenda
On the grounds of expressing government as a continuum as well as maintaining
our people focus we will make continuity a strategic pillar of my agenda for
realisation of broad based economic growth, inclusive social development, and
good governance.
Key issues to be addressed will include rural urban divide, ecological divide,
and employment opportunities in driving economic growth. For inclusive social
development we will address social exclusion issues such as gender, ethnic, and
issues of rigid social stratification. In terms of good governance we will
address issues of weak implementation policies and programmes, and beef up
institutional capacities, we shall find creative solutions to challenges of over
centralisation and corruption by strengthening workflow and show back
mechanisms.
To make things happen we will rationalise operational priorities for sound
macroeconomic management, access to information and productive resources,
reduction of geographic imbalance, and improving business climate and services
for economic growth. Inclusive social development will demand improved access to
and quality of education, enhancing access to basic services, and sponsoring the
growth of social structures. For good governance we will improve implementation
and public service delivery at grassroots level, improve transparency and
accountability, support decentralisation, and involve local communities and
private sector in service delivery.
Our sector operations will include agriculture and rural development,
development of economic infrastructure, socially targeted programs, and
investment attraction to elevate economic growth; while basic vocational
education, access to potable water, and social protection will address concerns
of inclusive social development. And for good governance we will involve
strengthening the capacity of local institutions, institutional reforms to
improve public service delivery, and public-private partnership to manage
infrastructure and services.
