SEEDS Benchmarking Exercise
My administration will be conscious of and fully abide by the norms of good
governance recently advocated by the National Planning Commission (NPC), to
monitor how state governments are performing in the implementation of their
State Economic Empowerment and Development Strategy. A standard set of
objectives was used in a benchmarking exercise, viz:
- Participatory policy-making and planning
- Fiscal prudence
- Due process in delivery of service at all levels
- Institutionalizing of the principles of value-for-money in service delivery
Specific SEEDS Assessment Yardsticks that the State Shall Comply With Include:
- Evidence that the House of Assembly scrutinizes the State Auditor-General's
Reports
- Preparation of annual financial reports regularly
- Regular monitoring of the finances of state-owned enterprises and parastatals
- Up-to-date records of internal and external debts and debt management strategies
- Documentation and transparency in obtaining new loans
- Proper debt management records with debt sustainability analysis showing
financial implementation of debt servicing
- Increased recurrent budget allocations to areas identified as priorities

Planning
Planning and development of Akwa Ibom State during my Administration will be based
on:
- National Economic Empowerment and Development Strategy (NEEDS)
- Akwa Ibom State Economic Empowerment and Development Strategy (AK-SEEDS).
- SEEDS Benchmarking by the National Planning Commission (NPC).
- Akwa Ibom Economic Summit
NEEDS is Aimed at national value re-orientation, poverty reduction, wealth
creation and employment generation, the National Economic Empowerment and Development
Strategy (NEEDS) is the socio-economic ideology of President Olusegun Obasanjo's
democratic administration. NEEDS embodies the canons of our national economic
blueprint. Apart from the provision of physical and social infrastructure NEEDS
offers to me various challenges to which I fully will address myself as dictated
by my private sector and business background; and interest in promoting rural
community enterprises.
Akwa Ibom State Economic Empowerment and Development Strategy (AK-SEEDS) can
be defined as: A comprehensive socio-economic blueprint for transformation;
the State economic reform process; a Social Contract between Government and
the Governed on how the State will overcome obstacles to progress, with enhanced
service delivery; a focused intervention framework with measurable impact that
satisfies the demands and criteria set by our development partners.
Akwa Ibom Economic Summit, is a high profile peer-group review and policy forum
for dealing with most pertinent Akwa Ibom issues.
